While I totally agree with this, I think there are other factors at play here. One of them is the school district, i.e., the neighborhoods where students live. It is not a secret that the "quality" of population varies from one area to another, so the habits of bullying and their roots at student's homes might be a rare exception in some areas, and a common thing in others. So, when the school has to deal with some isolated bullying incidents, it might be more manageable compared to dealing with the prevalent "bullying culture," Social environment does contribute to individual's behavior, and some parents chose to move to a different area because of that. I know it is a complicated topic, and we can't discuss it in this comment section, but the bottom line of it is fully aligned with your point, Leonard: we can't blame the school for bullying culture; it does have a lot to do with whatever is going on in student's homes.
